Documents to Check Before Buying Property in Rudrapur
A practical checklist of every document to verify before buying a house, flat or plot in Rudrapur — and how to avoid the most common title problems.

Buying a home is the biggest purchase most families ever make, and in a fast-growing city like Rudrapur, title problems are more common than buyers expect: land sold twice, unapproved colonies, unpaid loans on the property, or extra floors built without a sanctioned map.
The good news is that almost every problem can be caught on paper before you pay. Use this checklist for any house, flat or plot in Rudrapur.
1. Sale deed and the chain of title
Ask for the registered sale deed in the seller's name and the earlier deeds that show how the property passed to them. The chain should be unbroken for at least the last 12–30 years. Every name, area and boundary should match from one deed to the next.
2. Khatauni (land record)
The khatauni is the revenue record of who holds the land. It should show the seller as the owner and match the area in the sale deed. For plots and independent houses, this is one of the most important checks.
3. Mutation (dakhil-kharij)
Mutation updates the revenue and municipal records after a sale. Make sure the property has been mutated in the seller's name — a seller who bought recently but never completed mutation can cause delays for you later.
4. Encumbrance certificate
An encumbrance certificate from the sub-registrar's office shows whether the property is mortgaged or has any registered claim against it. If the seller has a home loan, the bank must issue a no-dues letter and release the original documents at the time of sale.
5. Approved map and colony status
- Houses and builder floors: ask for the sanctioned building map from the local development authority, covering every floor that is actually built
- Plots: confirm the colony layout is approved and the land is meant for residential use — agricultural land needs a change of land use before you can build
- Flats in a project: check the project's registration on the Uttarakhand RERA website, along with the approved plan and expected possession date
Unapproved construction is the most common reason banks refuse a home loan.
6. Tax and utility receipts
Recent house-tax, water and electricity receipts show there are no unpaid dues — which otherwise become your problem after the sale.
7. Identity and authority of the seller
Check the seller's identity documents and, if someone is selling on the owner's behalf, a registered power of attorney. When a property is jointly owned or inherited, every co-owner must sign the sale deed.
8. Agreement to sell before any big payment
Pay only a small token amount until the documents are checked. Then sign a written agreement to sell that lists the price, payment schedule, what is included, and the date for registry.
Stamp duty and registration
The sale deed is registered at the sub-registrar's office, where you pay stamp duty and a registration fee on the property's value. Uttarakhand offers a stamp-duty concession for women buyers, so registering in a woman's name or jointly can reduce the cost — confirm the current rates with the sub-registrar or your lawyer before the registry date.
Get a second pair of eyes
A local property lawyer can do a title search for a modest fee, and if you take a home loan, the bank's legal and technical team will verify the documents too. Both are worth it.
