Buying a DDA Flat in Delhi: What You Need to Know

DDA flats — homes built by the Delhi Development Authority — are some of the most sought-after resale properties in Delhi. They're found in planned areas such as Dwarka, Rohini, Vasant Kunj and Mayur Vihar, and usually sit in well-laid-out pockets with parks and markets. Buying one is straightforward if you understand a few things first.

Where DDA flats are

DDA built housing across Delhi over several decades, from compact one-room units to large flats in self-financing schemes. Today most DDA flats change hands as resales between owners, and DDA also launches fresh housing schemes from time to time.

Freehold or leasehold?

Many DDA flats were originally allotted on leasehold. DDA allows owners to apply to convert them to freehold, which makes resale and registration simpler. When you buy:

• ask whether the flat has been converted to freehold
• see the conveyance deed issued by DDA after conversion
• if it hasn't been converted, understand the process and costs before agreeing a price

Documents to check

• conveyance deed (if freehold) or the original allotment and possession documents
• the chain of sale deeds if the flat has been sold before
• mutation in the municipal records
• paid-up property tax and electricity bills
• no-dues from the residents' welfare association, if there is one

Additions and alterations

Many owners have extended DDA flats over the years. Ask whether any changes were approved, as unapproved structures can cause problems with resale and loans.

Home loans

Banks regularly lend on DDA flats with clear, freehold titles. The bank's legal check is a useful second opinion on the papers.
